I want to make some vape carts but I don't have terps....

No, you'll need terps. Only use terps nothing else is safe.

The vaping crisis was from people using unsafe materials to thin their vapes, only use a small 3-5% ratio of terpenes and thats it! You can find terps here: https://weedlist.org/product-category/terpenes/
